Equipping clothing item help

I'm hoping someone may have some insight into how to equip an item of clothing.

I bought some aurum to then purchase one of the new faction berets. I redeemed the item into the Item Hangar. It shows as present in the item hangar. However, it does not appear in the character selection screen in any menu - I believe the correct one being Hairstyle and Headwear.

After googling for solutions, I have restarted, cleared the cache and restarted (several times) waited until downtime today and cleared the cache and restarted. I have contracted the item to another character and then re-contracted it back. I transported the item to another station (NPC) in case it was an issue with the citadel I'm in, and did all the above again. I downloaded a fresh client onto a new machine and tried again. I have reinstalled the client on my main computer.

The item does not show up in the selection screen yet is still present in my Item Hangar. The suit I'm wearing can be unequipped and then re-equipped from the hangar as normal.

I've put a support ticket in but I'm assuming that the reports I've read that customer service is very slow are correct. Whilst I'm waiting, I wonder if anyone has a suggestion that I haven't tired, which may have worked in their experience.

The only thing I would suggest is take a look through all the catagories in case CCP have it under a different heading.

Double check its in the items hanger at the station you are in and not your ship's cargohold. (I'm sure it is as you have tried contracting it to another character)

And thats me out of ideas. Hopefully your ticket won't take to long.

Thank you, that reddit thread was illuminating.

It's interesting as I have been having a conversation with a GM regarding my support ticket, and they do not seem to be aware that the item may be faction locked. The GM has been prompt, helpful and supportive, but we are ultimately bemused and have not solved the problem. If it proves to be an item that is faction locked, I have to hope CCP will make this clear in the future, or perhaps reverse the decision.
