Fits that suggest that Command Bursts stack?

From the Dev Blog:

Like existing warfare links, multiple copies of any given Command Burst bonus do not stack on top of each other. The Command Burst system will only apply the bonus from the strongest version of each Command Burst effect that is applied to any given ship.

Is a Mining Foreman Burst stackable in a way that a "Command Burst" is not?

No. They are not stackable, however there are 3 different mining burst charges so it is not unreasonable to fit 2 burst modules of the same type. There is also the possibility that the burst effect duration is less than the module cycle time depending on skills so 2 modules can be fit with the same charge to maintain the boost by alternating modules.
