Planetary Interaction - How does raw material replenishment works?

So, how does it?

Is this something that happens once ever fixed time?
It depends on other extraction on different parts of the planet of the same resources?
It depends on how other resources are also harvested on the planet?

Is there an explanation somewhere about the mechanics of this process?

Depletion rate depends on the number of players harvesting the resource. New deposits will spawn but the timing, location and quality are all variable. No doubt there is an algorithm but, as far as I know, CCP hasn't published it.

Some people chase the resource around the planet to maximize yield. I accept that my yield will be variable and wait for a new deposit to spawn in the vicinity of my colony - it usually doesn't take long.

CCP hasn't explained the replinishment mechanism, but planets replenish faster according to security level.

Besides operating in WH or 0.0 null you can also look at the planet to locate away from existing facilities of the other players.
