I think he might be using a more archaic form of the word 'orgy' that refers to a more innocent general revelry, such as with food, drink, and the arts. But if he is speaking of the more carnal form of revelry, 'tis nonsense! I have never once been invited to one of those and I'm one of the most handsome holders out there. Either they're not happening, or people don't have good taste.

I think when people from the Federation (and those influenced by them) talk about "Amarrian orgies", they invoke a certain cultural stereotype that ultimately goes back to all the communities of persecuted exiles that ended up as refugees in the Fed during the last century. And all the network memes that arose. Think "a weird religious sect". Then, think "a weird and kinky religious sect that discards random taboos, uses blood and/or consecrated protein cake in their rituals".

Indeed, we Amarrians do have a concept of love, and a concept of private life, and we do procreate, you know. Some decadent lords even keep concubines - but noone is supposed to talk about that, of course, and they'll get what they deserve in the life beyond.

But we just don't do "proper orgies like the ones in holos". Your closest bet would be probably some fairly mild Sabik-like sect outside of the Empire, maybe something akin to what ms. Leshrac is trying to rebuild.
