Anyone have a list or know of where keepstars are? https://zkillboard.com/ship/35834/ has a list via killmails, but probably doesnt have them all.

Do any NPC keepstars exist in low/null?

I daresay that is hard to set up and harder to keep current, unless the system api endpoint hands out data about citadels the same way they do about stations.

The only citadels owned by NPCs are the 5 Astrahuses in the Astrahus example construction sites (or whatever they're called).
There are no NPC Fortizar or Keepstar citadels.

When you don't know the difference between there, their, and they're, you come across as being so uneducated that your viewpoint can be safely dismissed. The literate is unlikely to learn much from the illiterate.

I was maintaining a list, but they became so numerous, and started to be moved around, that I gave-up.

That list is inaccurate.
