Odd Idea

So, I'm not quite sure if this is a dev question or not, but here it goes.

So, I started Eve back in late 2012 when I saw an advertisement for the Retribution expansion popped up in the bottom right hand corner of my screen.

I've had a couple (albeit small) dreams/goals since I started Eve. One was to amass over a billion ISK. The first goal was much easier to obtain then I imagined, even without the Plex system.

My other goal, was to own/fly a Chimera carrier. Now I avoid Low-Sec as much as possible, as it gets pretty cutthroat.

I'm aware of the sec status rules (With the legacy exception.) So my question is, is it possible to build a Chimera in a High-Sec station(possibly a citadel?) For the express purpose of undocking and flying around without any combat mods? (Too expensive to not have tank, so tank mods will be applied. lol)

Just get one, insure the sucker and don't fit it out with anything.
When you eventually lose it just think of the insurance deductible akin to rent (first month, last month, damage deposit).

I am currently away, traveling through time and will be returning last week.

Capitals used to be able to be built in high sec and if they werent moved out afterwards they became a permanent fixture when CCP changed this option. You can no longer buy, sell or trade the remaining few capitals either so you are SOL on the capital in high sec unless CCP magically changes things.

Though buying and owning one even in low sec isnt all that bad tbh. If you just want one that is.Blink

This is not accurate, it's very possible to buy or trade a High Sec capital, the restriction is on what you're allowed to do with these relics. That's why all of them are either not used at all or only used in ways that don't impact the game in any significant way, like mining with one, since basically any dedicated mining ship is going to be significantly better than a capital ship in that role.

Just go to a sov null corp. They are safer than lowsec anyway.

Its no longer allowed to change ownership of any Hisec Capital ship. Point 4 clarifies it

Its a shame as all the Hisec Caps will slowly disappear as players leave the game Sad

I don't understand, what stop you from buy chimera in Null.

when I look at your corporate, your corporate have this in their description:

Recruiting new members for our corporation, whom have, or want experience in NULL Sec, making Dank Isk. This is NOT a PVP required coporation and there are no CTA's. Just the opportunity for you to make dank isk, and enjoy PVE, Null style.

seem your corp/alliance would help you with owning carrier in null and teach you how to keep it safe.

Unless you tell us that you are too lazy to take precaution with capital ships

Ninazu, Thanny, Archon, and 3 Moros' here... Some of them are in wormholes :P
