I strongly suspect that their system allows them to release "new" skins, which are simply a different combination of corporation and ship, with just a few mouse clicks. However, they choose not to release everything at once, because they want to gradually release new skins and give them some level of novelty.

Within the EVE Marketplace section of the forums, each forum category has its own rules regarding acceptable bumping for sales threads clearly listed in the stickies.
