Must have:
- 9+ Lab lines
- 9+ Production lines
- Science skill group: 60-70%+ skills already inserted
- Production skill group: 30-40%+ skills already inserted
- Covert Ops Ship (Frigate V)
- PI at IV-V

Preferably (any two of....):
- Caldari
- 3+ Level 4 Science Agents
- Cruiser V
- Industrial Ship V
- Advanced Spaceship Command V
- Drones skill group at 5kk+ SP

Budget 3 bil or Surprise me.

Good look finding that with a budget of 3b, you're looking at at least double that for what you require.
