Hello, I am wanting to buy a c4 wh

Requirements:
-Decent PI capabilitiess
- No Citadel or ONLINE POS. Deadsticks are okay.
-If there is a citadel it has to be yours and can be included in the sale.
-Looking for a c2 or c1 static. a double static of a c3 AND a c2 or c1 would be fantastic and I'd pay extra for that.

No effect is okay. if there is an effect we prefer pulsar or magneter.
