Are Rorquals supposed to be able to apply electronic warfare when in panic mode?
Just had my **** pushed in testing an aeon, when two of them "sieged" up and I couldn't do ****.
And that warp disruption of any kind jams jumping, even when below the warp strength?

To answer your question this is currently working as intended. CCP is monitoring the loss of supercaps on TQ closely and may revert this ability at some point in the future. In regards to the warp disruption you warp strength with carrier skill lvl 5 is 25 points of strength. If you look up "Heavy Warp Scrambler II" in game you'll see they have 6 points of strength each. The rorqual that killed you could have had 5 of these fitted (5*6 = 30) which would have prevented you from warping or jumping regardless.
