I tried google before writing this post, so hope someone here has an answer to my question.

How many Sanctums will a -0,09 system have if it has a max upgraded IHUB, and military index at 5?

I don't beleive that information is written down anywhere except in some DEVs notes lol, I've never seen it. I know that the -0.9 system I frequent has 5 sanctums and like 8 or 9 havens at level 5.

I wasnt able to find it at least, thats why i hope that 1 or 2 would be sitting on that information, and be willing to share it :)

I've been told sanctums only spawn in systems -.5 to -1.0.. but one of the horde's system(7RM) is only -.1 and has a sanctum, so I don't think anyone knows the criteria.

Only 2 signifficant figures are used for these but this is what i've seen:
0.0 has 1 sanctum (rock sanctum)
-0.6 had only 1 sanctum (rock) that i saw but i'm not sure if it was fully upgraded.
-0.8 (that PS-94k) had 3 sanctums of which 2 rock, 1 gas
-0.9 had 5 sanctums from what i saw.
-1.0 has 5 sanctums of which 3 rocks 2 gas ones.

Last i remember CCP changing it was the summer of sov in 2015.

Has a link with 2 examples for both -0.1 and -1.0:
" As an example, a fully upgraded -1.0 system will gain the following 15 anomalies in addition to those that spawn there now:

+2 Sanctums, +3 Havens, +2 Forsaken Hubs, +4 Forsaken Rally Points, +2 Forlorn Hubs, +1 Hub, and +1 Forlorn Rally Point.

These additions allow for more players to engage in their PVE activity in the same system, but doesn’t significantly skew the average anom value.

In contrast, a fully upgraded -0.1 system would gain the following 15 anomalies in addition to those that already spawn there now:

+3 Havens, +1 Forsaken Hub, +3 Forsaken Rally Points, +2 Forlorn Hubs, +2 Hubs, +2 Forlorn Rally Points, +1 Port, and +1 Hidden Rally Point."

So there must have always been a sanctum in -0.09 and only a single sanctum for fully upgraded system.
