The feature you are looking for is called a buy order. You pay money, you get ore. At the current rate the market is nose-diving, you can get a lot of it too.

Why hire an NPC miner when you could just hire a player to do it?
seriously there are hundreds of miners out there looking for a home and better opportunities. offer them a SRP and ore buyback program and boom, you've got yourself the starts of an industrial base.

If you survive. Our gang shot some npc miners in retrievers in nullsec. It didn't go so well and someone lost a vagabond while everyone else had to warp off.

Hey Op, How about a couple of minor additions to this idea?

1) Attacking NPC miners will not flag the aggressor with a suspect timer as they have not shot at a player.

2) The NPC miners will defend themselves against player aggression with whichever T1 drones they have equipped. They do not have the benefits of an NPC protection fleet as they are currently being sub-contracted out to a player corporation, who are responsible for the miners protection.

3) Any NPC miner that gets killed will charge the contracting player corporation for the full market value of the ship+ equipment lost. There will be a further "Damages" charge to cover lost wages due to injury to crew ( both physical and psychological trauma).

4) When the NPC miner returns fire on a player they are, by the terms of the contract, acting as a representative of the contracting player corp. As such all members of the contracting player corp will be flagged with a limited engagement timer allowing for an armed response by any member of the corp that is currently in conflict with the NPC miners, and by extension the contracting player corp. This timer will be reset every time the NPC miner scores a hit on a player.

5) Any contracting player corp that fails to protect it's NPC miners to a sufficient extent ( namely allowing for the destruction of an entire NPC fleet by an aggressive player) will be considered in breach of contract by the corresponding NPC corp. Subsequently the contracting player corp in question will be regarded as KOS to said NPC corp.

6) NPC mining corps will place bounty contracts on the members of any player corp that they hold to be KOS.

7) These NPC bounty contracts can be accepted by player corporations, and executed in any area of space. The Local NPC navies and CONCORD will not interfere with player corps who are enforcing an NPC bounty contract.

8) If you are going to come up with a daft idea, really run with it.
