Before going ahead, I would submit a support ticket to verify your approach against the EULA. To my knowledge, lotteries of any kind if not conducted by CCP are not allowed anymore.

I made fortune from ISK gambling at IWI before they closed down and it's something very close to my heart.

I did ask CCP about running lottery - i got a clear answer it was a no-no.

You can ask again, I would be happy to see CCP approve this, because if they do, then it means I too can resume my lottery plan from before. :p

Apparently bullying griefing harassing cults are fine but lotteries are a no no. You couldn't make it up

lol. It is really sad though. I can see CCP had an issue with potential legal trouble with the out-right gambling/casino sites, so sadly they had to go (I can accept that, but I will never forgive how CCP handled the situation Evil)

But lottery... well, it's been part of EVE world for very long time. People were doing lotteries/raffles in Sell Order forums and such using RNG from some other sites (often Chribba's Dice as that was trustable, because, er, Chribba heh). Those were relatively harmless and was a good fun mostly. :p

Well I won't comment on the 'cults' but I see what you mean. There are many things CCP allow while banning some really small benign things, which makes me scratch my head :p
