Isonomia - Successor to the Villore Assembly

The First and Second Villore Assemblies have been instrumental in improving the quality of life for Federal citizens, and beyond through cooperation with foreign citizens and organisations. Whether it was aiding Sanxing in bringing the Jin-Mei civil war to a conclusion, lobbying for better standards of living in Delta and Gamma cities, advocating for a greater freedom of information especially around crucial projects such as the restoration of the Mannar homeworld, or more.

For these reasons it has been a privilege to serve first as Vice-Chair and then as Chair of these organisations. The commitment, good faith, and energy of the persons I have worked with – both delegate and observer, and of course my secretariat staff – has been immense and humbling. I may only hope that I have provided a small measure of aid in my meagre capacity.

However, as the Second Villore Assembly entered into the New Year I ordered a review of our structure, policy, and objectives – the team comprised the presidents of the committees as well as various experts – which produced a solitary and unanimous recommendation: the Second Villore Assembly is no longer able to fulfil its objectives. To this end the solemn decision was taken to disband the organisation, and so effective immediately the Second Villore Assembly is hereby disbanded and Isonomia is declared the legal successor to both the First and Second Villore Assemblies.

An ancient writer remarked, “for the rule of the people has the fairest name of all, isonomia (equality)…” inspired by this phrase and the documents of the Federation the interstellar non-government organisation Isonomia was formed on the 3rd of the Second Month of YC 119. Headquartered in the city of Xuchang (of the Federal member-state of Xuchang), on Tei-Su, Isonomia is committed to advocating and advancing policy positions and programs in the Federated Union of Gallente Prime for the improvement of the quality of life of Federal citizens.

As with the First and Second Villore Assemblies we are committed to working with non-Federal individuals and organisations to inform any positions regarding the foreign relations of the Federation, and are keenly aware of the legacy of the Federation as a driving force for a peaceful and prosperous interstellar community.

Isonomia includes a democratic decision making process so as to ensure that our policy positions and programs reflect the popular will of our members. The Isonomia Organising Committee both develops and then directs and oversees all projects and policy advocacy efforts that have been approved by the Isonomia Caucus.

Isonomia advocates positions and oversees programs in the policy areas of foreign affairs, politics & legal affairs, trade and monetary policy, cultural and social affairs, and a diverse range of smaller areas. I think we might be able to disagree on the legacy of the Federation on several parts, but none-the-less it is good to see Capsuleers continuing to engage actively with their home nations and governments. Best of luck, but I do have a couple of questions out of genuine curiosity.

What precisely were the reasons the Villore Assembly could no longer fulfil its functions? And how is Isonomia more able to do so?

I hope you will forgive me not going into complete detail, as the review was rather extensive, but I will happily summarise its findings and offer some elucidation as to Isonomia's response to these.

Primarily it was the opinion of the review that the structure of the Villore Assembly, with a multi-committee model, did not provide the necessary structure and direction for the continued achievement of its objects. Feedback often stated that many felt ill-equipped to develop programs or implement them, or unsure as to which committee to approach and so forth. The Isonomia Organising Committee responds to this primary error, rather than multiple committee there is merely one, and the members thereof direct, oversee, and develop programs with the approval of the caucus. In this way democratic oversight is balanced with experienced administrative direction and capacity.

Further issues were identified including a lack of ease of access to the technical knowledge to create resolutions, time constraints on the various presidents of the multiple committees, and also certain public relations concerns such as the confusion of the Villore Assembly with other similarly named organisations or with a government agency. Isonomia also took these concerns into account, and we feel that it is structurally in a far better place to handle these difficulties than its predecessors.

As with the Villore Assemblies however we will conduct regular reviews and adjust the structure, or any other aspect, should we be convinced of its necessity to achieving the objects of the organisation.

Interesting to see the changes happening within your organisation. Ultimately, restructuring your organisation to be inclusive to all capsuleers rather than just those connected to the Federation can only be a good thing.

I'm glad to hear that Isonomia will be a more streamlined organisation than its predecessor. I've long hoped to work with the Villore Assembly towards building some sort of new life for immortal infantry but often found myself stuck in the bureaucratic hell of trying to figure out how to get the ball rolling. Coming from a culture that more often than not either acts unilaterally or in a small group of directors, the transition was difficult.

Perhaps now or organisations may start to make some real progress together. I wish you, and Isonomia, all the luck in the world.
