The only "official" word on this I know of is this: https://forums.eveonline.com/default.aspx?g=posts&t=437047&find=unread

"This has been extended to include website hosting and voice chat services."

A killboard would typically fall under website hosting for example. Not sure if your spreadsheets would be covered by that. I know people offer services like that for ISK, say they make some graphics or they develop a tool or write articles for a news site and get paid in ISK. None of those things is strictly voice chat or website hosting, and CCP tends to be ok with it as long as it is related to the game. However I don't know if or where there are rules written down for this.

I'd say write a ticket, and wait for an official response.

See this:

The FAQ section.

Dracvlad - "...Your intel is free intel, all you do is pay for it..." && "...If you warp on the same path as a cloaked ship, you'll make a bookmark at exactly the same spot as the cloaky camper..."

You didn't look far, then. From the Terms of Service:

Quote:
10. You may not market, sell, advertise, promote, solicit or otherwise arrange for the exchange or transfer of items in the game or other game services unless it is for in-game sales of in-game services or items.

11. The advertisement or sale of out of game goods and services not directly related to EVE Online is prohibited. The only out of game goods and services which can be advertised or sold for in-game currency or assets are the following: EVE forum signature creation, EVE related websites, EVE related artwork, third party voice communication server hosting, or EVE Time Codes.

This is a very specific whitelist. Since arguably spreadsheets are neither forum signatures, websites, artwork, voice communication servers nor eve time codes, selling them via ingame transaction is technically prohibited by the ToS.

CCP won't likely make a fuss about it, but it's better to know they could if they wanted to.

On your plan to wait for an official answer here: Official answers to rule questions on the forum are rare. You might get one, but I wouldn't hold my breath. CCP like to not make public statements that could be quoted and discussed later on when it comes to EULA/ToS questions, and if they do make one, it usually just cites the EULA/ToS word for word and you are just as clueless after reading it as you were before.

Answers to a support ticket however may by the rules not be quoted. They apply only to you and your support request, and are much less likely to cause trouble down the line, so your chances of getting a straight answer are better there.
