EVE Lore, Concord and the Burn Jita Event

In the Templar One book, we see CONCORD as kind of a political entity itself. (Dealing with Amarr working on grabbing DUST clone technology, and how that would throw off the balance of power among the four factions. If Amarr get too strong, they could get cocky, go on the warpath, and we end up with real horror show war/planetary genocide/armageddon). So, from a lore standpoint, consider this maybe:
-Eggers are powerful freelancers.

-CONCORD's main purpose is to set rules for eggers.

-CONCORD's engagement rules are designed to keep them perpetually blowing each other up. So they never become a unified force for the faction governments to worry about. Also, billions of ISK per day in ship, mod and pod destruction and replacement is good for economies.

-Therefore, CONCORD set up the wardec system for capsuleers fighting each other within empire space, under some pretty detailed rules. Let them trash each other, as long as it seems controlled and under a rule of law.

-Therefore, CONCORD does not stop a gank. It only retaliates and kills the rules violator. Another policy to let eggers in a self-contained fish-eating-fish aquarium. Better than having them blackmail and blow up planets (as happened in an old, old prime lore Chronicle).

-So, if eggers want to burn Jita, under the engagement rules as they stand-- regrettable, but for CONCORD to retain its trust and legitimacy, no intervening, the rules must stand.

So, what to the four factions get out of all of this? During the character creation process, it kind of implies that your char's capsuleer training was paid for by your faction. Why train up an egger, then release him from service and let him run wild? I have some ideas, but this is already a lot of text. What do you think?

I'm only suprised that people still undock freighters knowing it's burn jita.
I guess Human stupidity is indeed infinite.
