I finally got the Shield skills to properly tank damage from Catalyst in an 0.6 system without cutting more than 30% into my armor.

Thats 30,848 EHP With 47% EM, 57% T, 68% K, 74% Ex Resistances

I have been flopping back and forth between the Small Shield Extender II and a Adaptive Invulnerability Field I. When I do that I get 32,769 EHP, with 58% EM, 67% T, 75% K, 79% Ex, but when I do that I'm on the edge of not being Cap Stable. But not too bad

And was thinking that since the Cats with Void ammo are putting out Kinetic And Thermal damage. But I have been thinking about trying something different... Removing both the Adaptive Invulnerability Fields and putting Kinetic and Thermal Damage Hardener IIs, which lowers my total EHP to 27,629 and lowers both Ex and EM to 62% and 23%, BUT raises my T to 73% and K to 80%. I'd better covered or normal ganks, but I'll be sweating if anything new comes along.

Mackinaw is not intended tank gank fleets. It will do OK against belt rats in highsec. Your best defence is vigilance - get away from the warpin and use a higgs anchor so you can mine aligned. That way, if a catalyst lands in your belt, you can insta-warp to safety.

If you don't want to use the higgs rig, Skiff has half the cargo capacity but is twice as fast. If there is a station or structure where you can offload in system you can probably offload a Skiff twice faster than you can offload a Mackinaw once. Skiff also has 3 times the tank - you can get it close to 100K ehp with decent skills.

On your current fit, try replacing the micro aux power core with a power diagnostic unit - it gives you a small bonus to capacitor and shield as well as power.
