One person docking at each time, so if many people are docking or undocking at the same time you would be put into cue. This would kill hubs like JitaRoll Let the Docking games begin.Twisted

Hmm, not actually a bad idea, though as you said it'd kill 4-4. So maybe some stations have extra docking access or one person for every 100 in local.

It would be a much better way of dealing with groups playing docking games than some of the more exotic methods I've heard.
