OK I have a suggestion have concord show up once any ship in high sec has been bumped more than 5 times and when the gankers kill their bumped target not only destroy the gankers but the bumper as well. or at the very least give the victim kill rights on the bumper as well.

Just put the rigs on your ship and they will have a hard time moving you.
