Question regarding fitting of a citadel

A simple question - is it possible to allow someone outside of the citadel's owning corporation to change fitting?

I have hoped the Admin role can do this, but it doesnt seem so. Recently I have read that only Station manager corporation role can allow that, meaning its not possible to refit citadel by someone outside corp.
