How will reactions work after POS get removed ?

I think it's a safe bet that drilling platforms will do the reactions. How the harvesting will work is less obvious. Will every moon need a drilling platform or will they move harvesting to a ship or surface colony? Maybe they'll be ready to talk about it at Fanfest.
