If you want to live off someone else's accomplishments then this is not for you, he has hardly left the hanger for years, but still a pretty awesome sub cap pilot, not many better.

the thing is, the toon was originally sold for 35 billion isk and now the new owner is trying to sell it for something like 80 billion.

free bump, and just wanted to note this is probably one of the most solid supcab pilots with 100m+ sp. usually beyond this mark you get characters that have started to spill over into capital skills, and the only thing this character had i think was an injected but never trained jump drive operation. no killboard history either and i know OP wants top ranked, but this is a rare gem imo.
