There really should be an attribute on each item on what type of facility can make it, whether it's a service in a citadel, array in a POS.

There are some items that say absolutely nothing.

So can a raitaru compete with this thukker array? I used the fuzzwork calculator which doesn't disable thukker for non-capital components and was like engineering complexes suck ass.

The Raitaru is much faster, taking less than half the time of a Thukker array, but at the cost of about 10% more material.

ME T1 Rig: (1 + 1%) * (1 + 1.9 * 2%) = (1 + 4.838%)
ME T2 Rig: (1 + 1%) * (1 + 1.9 * 2.4%) = (1 + 5.6056%)

TE T1 Rig: (1 + 15%) * (1 + 1.9 * 20%) = (1 + 58.7%)
TE T2 Rig: (1 + 15%) * (1 + 1.9 * 24%) = (1 + 67.44%)

Cost T1 Rig: (1 + 3%) * (1 + 1.9 * 10%) = (1 + 22.57%)
Cost T2 Rig: (1 + 3%) * (1 + 1.9 * 12%) = (1 + 26.484%)

1% reduction in manufacturing job required materials

3% reduction in manufacturing and science job required ISK cost
25% reduction in Engineering Service Module fuel consumption

To go along with these changes, the bonuses of the rigs themselves will be adjusted as well:

  • Material Reduction Rig Base Bonus: 2% T1, 2.4% T2
  • Time Reduction Rig Base Bonus: 20% T1, 24% T2
  • Cost Reduction Rig Base Bonus: 10% T1, 12% T2
  • Lowsec rig bonus multiplier: 1.9x
  • Nullsec rig bonus multiplier: 2.1x
