What exactly does it do and what makes it different from a contract, trading, or other form of exchange?

I believe it just pushes the item in question to a players own hangar. For example, if you are giving out ships to your corp-mates, you can just push them to their hangars instead of having to trade with everyone.

Yeah, it just takes something from corp inventory to a member's inventory. It has fewer steps than a contract and no fees. It doesn't require them to be online or to accept. Quick easy dirty, but no paper trail.

It is a halfway house between a private contract and a direct player trade and very much a quality of life improvement that was needed. Primarily for passing items between friends and corp mates in the same station (Citadel) that don't need the protection of a full contract. Especially when something is being given, without anything being expected in return. It can be done between individuals as well as from corp hangers.

Previously you had the choice of a direct trade where both of you had to be present and actively approve the exchange. Or you had to set up a 5 or 6 step contract, clicking through multiple warnings, with the potential to make a mistake. Plus the possibility that it might never be picked up and it will come back to you after 2 weeks.

There are many instances where you might want to trade something to someone in the same station, but he is afk when you try and you don't need the complication of a contract.

. You borrowed a friends ship or a module and have now finished with it.
. You loot a friends wreak.
. You loot a wreak on someone else's behalf (he lost his ship or was the hero tackler/scout/FC/main man).
. You wish to give a gift to someone
. You are responding to a Corpmate request for an item or ship.

All you have to do is select the item(s) and right click "Deliver to...", then select the name of the pilot and click "Deliver". The item leaves your hanger and goes into a Delivery hanger that only the other pilot can access. He gets a notification that said delivery has occurred and he can view what is being delivered before it is lost among his assets. A simple click and it arrives in his personal hanger. Delivered items never expire either, if the guy doesn't pick it up, it is his problem. It doesn't magically reappear in your hanger a couple of weeks later, in a station in darkest Stain that you passed through on a roam and which you will never return to.

I think this is only available in Citadels and ECs at the moment.

Thank you for the answers, I think got what I was looking for. Instant trading rather than npc delivery.

This version of deliveries I haven't seen at all. Shocked I'm not nearly as active as I once was. I'm more familiar with the old corp deliveries hangar, and delivering things to corp members directly from corp inventory, which I believe has been around for a long long time and works(used to work?) in any station a corp has assets.
