Can you help me. I play on Steam and cannot log on to the test server can you help me here.

There's a way to sort of "transfer" your steam account to a regular eve account. I can't remember where I saw it, but I believe it's an official help document by CCP. If you do a bit of googling or searching in their help section, I'm sure you'll find it. As far as being activated once you make your steam account into an actual eve account, you have to wait till they open the "account reactivation" thread, and post in there.
