Have you considered using your afterburner to stay within 6-8km of a Merlin? Within that range, neuts can work. Also, you are faster than the Merlin and can hang out at that range. Finally, you will do more damage against the Merlin with your falloff bonus. You aren't supposed to 500m a blaster boat in a Rifter or any other frigate but blaster boats such as the Incursus or Merlin.

A Minmatar warship is like a rusting Beetle with 500 horsepower Cardillac engines in the rear, armour plating bolted to chassis and a M2 Browning stuck on top.

I wanted to move your discussion to the Player Features and Ideas or Ships & Modules since those sections would be better for this type of discussion.

However Your original post has no suggestions of how you think it should be improved specifically. Your terminology is borderline political and typing in all caps is considered shouting/ranting.

Please follow all Forum Rules when posting in the future.

I hope I have sufficiently motivated you to post a constructive Idea to improve the Rifter based on some ideas that have already been provided to you here and feel free to engage in any existing discussions in the forum sections I mentioned above.
