Alphas and ice Mining

Why can alphas mine gas but not ice? It seems like ore and ice make about the same isk/hr, it provides a method to entice exploration, and it exposes them to gankers at a faster rate than ore mining.

From the wiki: Ice mining can only be done with specialized modules (ice miners and ice mining lasers) which can only be fit to Mining Barges and Exhumers or Expedition Frigates.

Alphas can only fly Mining Frigates, but not the bigger ships needed for ice mining. (You could ask now why can't Alphas fly mining barges. The answer is probably that free barges would make subbing for miners not very attractive, as many miners don't risk more than a Procurer anyway.)

I saw the ice mining laser, but was unaware it could only be used by a special frigate.

I was also thinking that the fact that ice and ore are so similar would actually be a good reason to restrict it. You learn alot more new content going from ore to gas than ore to ice.

Either way, it makes sense now.
