Can't Subscribe or Add Plex

When I try adding game time and it says

"Could not find any offers
We could not find any offers for you at this time. This could be because your account is not eligible for any offers or an error has occurred while retrieving data."

Then I try adding Plex and it says:

"PLEX purchase limit reached

You have recently purchased some PLEX, you can buy more in 0 hours and 0 minutes."

Just passed day one of no support response wondering if anyone in the community has hit this?
