I have been thinking recently about the test server in regards to citadel, and was wondering if it would be possible to introduce a new command on the test server to seed your citadel? (As in the citadel you are docked in, and insuring that it belongs to you). This would obviously have to be limited, such as not seeding an engineering complex as people would just farm super building, only allowing items that would be able to dock in that citadel (meaning no capitals in the smaller citadels). There could also be like a month long timer on this so that people could not spam it to stress the server.

Just wondering, i'm curious to see other people's opinions.

They are likely moving citadels to a system other than 6-c due to immense amounts of spam causing the system to be unusable. So if you want a seeded citadel in a surrounding system I'm sure they won't make that happen .
