Pilot is a criminal status

Other day on some map on Genesis area, something odd happened. Half of the population of the map was flagged as criminal. I spent like 3 hours on that map and flagged status was changing each 5 minuts. Yesterday on other map one player was flagged as well as criminal, and then again the red flag was taken off.
So is this a bug, exploit or is broken as intended?

Sounds like a ganking fleet, they probably shot at a big mining ship or freighter all at once.

Yup, gank fleet. You see them sometimes in certain mission hub systems too. If it wasn't you going boom....well you have a few minutes where they aren't a threat to you, and you know that it's an active ganking system. So use that other dude's misfortune as valuable intel.

I was in the same system. It was a CODE. gank fleet. Alt 00 and the poddingtons. Not a bug, broken or an exploit. Just another day in New Eden.

But that's what I've found odd. Can a person / fleet appear in Local chat as normal than 5 minutes later shown as criminal and further 5 minutes be shown as normal again?

They start off as normal, then attack something and get criminal flagged as well as Concorded. Their ships are destroyed by Concord, but they will typically take their pods to a station to wait out the Criminal flag, which lasts 15 minutes, not 5 minutes. Then they are normal again and can rinse and repeat.
