Variable Broker Fees at Same Station

I seem to be missing something. I am seeing wildly variable broker fees when placing sell orders at the same station. I make a 1 month sell order for one item, the fee is 20%, I check another it's 9%, another it's 4%... Just checking some things in inventory I've seen fees variable from 2.9 to 20%. Reading the post just updated today on the Eve Help Center this is not how it is outlined as working.

Broker Fee and Sales Tax

Broker Fee

The broker fee is due on order creation for all non-immediate orders and is based on a percentage of the total order value. Starting at 3% of the order value, the skill "Broker Relations" reduces the fee by up to 0.5% on Level 5, while increased standings with the owner of the NPC station where the order is placed may reduce it by up to 0.5% with maximum standing as well, to a minimal broker fee of 2% of the order value.

If an order is changed to a higher price, the difference in broker fee has to be paid with committing the change. Reducing the price will always cost a 100 ISK broker fee. All broker fees are non refundable within normal gameplay, even if an order is not fulfilled at all or cancelled early.

Broker Fees will be paid to the station owner, which in case of Outposts and Conquerable Stations in 0.0 space may be a player corporation. In a Citadel with Market Module, this fee is customizable and paid to the owners

Based on the above I understand that it would fluctuate somewhat from station to station based on your standing. But, can anyone provide insight as to why I am seeing such a huge difference in the broker fees at the same station? The mechanics I am seeing seem like it would make determining profitable trades impossible...

Thanks

If you just check things in your inventory then the base fee of 100 ISK might be what is jinxing your perception of the size of the fee.
Edit: not really sure where the 100 ISK fee is applied, so that might not be it.

This explained it. I repackaged and stacked some items to test & sure enough the broker fee dropped to 2.9%. The items I was testing with on this Alpha account were lower value items so the 100 ISK base fee was throwing it off. When I checked on my Omega account I always saw the 2.9% fee, but the item I tested with were probably all higher value.

Thanks
