a buff for sub-cap ships involving officer mods

right now some officer modules vastly out-do everything below them, and as such are almost exclusively used on supercapitals in nullsec because anywhere else they would die in a fire from spies and/or highsec gankers
and the others barely outperform T2

for a buff for sub-cap ships that use officer mods (only subcaps, get the extra benefits)
all officer weapons can use T2 ammo and without penalties
all officer mods do not suffer from stacking penalties

this way if some idiot decides to fit 3 estams invuls in highsec, he would at least stand a better chance of not dying (provided they didn't bring nuets) and as it stands, one day i want to take an officer fit ship into combat and have it function as something other than a loot pinata but as an officer fit ship (being very hard to kill and putting out alot of pain)

Ok for t2 ammo, not ok for no stacking penalty.

Instead, introduce more officer mods, DESIGNED for smaller ships (ie you can only fit them to a specific shipclass). Should be available in sufficient quantity for reasonable market values, like 20-40M---------- for a frigate mod, 100-200M for a cruiser mod, etc...

How would resists over 100% even work? (That's what you'd end up with. Two estamels = 100% shield resists, without the ship's base resists, or a DCII involved.)

you don't know how resists work, two estamels would not give 100% resistance bonus, assuming 0% initial resists, 2 estamels w/o stacking penalty will give 75% resistance

if your other suggestion gets implimented, no need to worry about stacking penalty anyways because anything sub-cap...
