let us repackage unmodified BPOs

you know, you purchased a BPO and once you used it for manufactoring, the print cant be repackaged and sold on markets again. Why not? Allow us repackaging unmodified (unresearched) BPOs. Is there any real reason why that should not be possible?

It would have a negative impact on the BPC market.

why should it have a negative impact on the BPC market??

BPCs which have a relevant market are usually from BPOs which cost multiple billions and take months to research to an acceptable ME level, they arent going to be repackaged just for easy sell.
Even if they would, the amount of BPCs would go down, which is good for sellers of those BPCs, so it would be a good impact from the view of the sellers.

Negative or positive impact is always from a certain point of view and never absolute, so not a valid reason IMO.
