EWar Falloff

How does it work? Is it like guns where the EWar is just x% less effective based on Optimal + Falloff, or does it have x% chance of not working at all?

It's a binary mechanic. Falloff simply reduces the chances for ewar to hit at all.

What's about Tracking Disruptor's? There is a opt range of 60km +30km falloff (Balmer). In close combat with frig's you will loose a HUGE amount of efficiency. How about close combat scripts where you has a opti of ~ 10km?

You're making an incredibly common mistake. Being under optimal range has no falloff-related effects (it has tracking-related effects on turrets, but EWAR doesn't have tracking). Optimal out to 60km means TDs always hit for full effect out to 60km.
