Ignoring that the Ammatar likely have no desire to do so, unless there is some proviso for the Mandate to truly break away and become independent, I suspect any such attempt would go over much the same as my own ancestors decision to depart the Federation, of which we were signatories, rather than a conquered population.

Or, and I'm just tossing this out there as one of those things you might want to consider, she could be saying that the people of the Ammatar Mandate have the choice to either be Ammatar, remaining where they are and continuing to serve the Ardishapur family (Because they technically own the Mandate in trust for the Throne, the Ammatar themselves don't.) or they could choose to rejoin the reconstructed Nefantar Tribe in the Republic, and help shape the course their people chart toward the future.

That's part of my reference. I'd assumed it would be understood. Breaking it down more simply; The choice you perceive is not the choice they perceive. Presented from the opposite end, they have the option of abandoning all they know, and an established, if subservient, existence, in order to take a massive risk in a historically unstable nation, or continue the status quo.

Does that cover the implication thoroughly enough? I'm assuming that such unspoken context is understood, which is often a mistake on my part. Again, the way perceptions differ.
