True owner of Factional Warfare warzones

Hello guys.

There are a lot of possible gameplay in the Eve Universe.
The galaxy is so big that everyone can find his home.

In the border of Minmatar Republic and the Amarr Empire there is an area dedicated to Factional Warfare.

This area should be a ring between those two faction, where Amarr militia and Minmatar militia should settle the area, built structures, defend their own lands.

Conquer a system should be an important event, but now it is only a step to grow our tier.

I PROPOSE

Only owner of the system can anchor a structure (pos, custom office, citadel) so Factional Warfare will be much more important then today.

Neutrali should not be able to anchor structures, they have so much low sec areas to settle.
Citadel expansion made useless the tactical advantage to own the system.

Why? If you can't deal with the neutrals, you don't own the system.

And here I thought this was about adding a note to FW systems about who the original owner was, so you can tell in game when you are reclaiming a system, and when you are occupying an enemy system properly.
