Basically the idea is thet an officer ship is a player designed t1 ship with improved stats
By player designed I mean having special "officer tournaments" where the players use fits of the ship they want the officer version of, for example I want an officer Algos so I would wait for than sign up for the algos officer tournament and if I win I get to have control(ish) over the stats the ish is that CCP will balance the ship so that it is not too overpowered for example an officer destroyer should not be able to win a brawl against a HAC and run down an interceptor nor brawl a battleship to death. The tournaments would take placemake annually to give time for balancing.
The way you would get these ships is either to wait a month for a shipment of the ships(the ammount you get depends on the ship) or to gank the fleet sending the shipment of officer ships. They would be sent to the station or citadel of the tourmeant winner's choice.

A "good fight" is one where both sides have a chance of achieving their objective. It's relative - not absolute capability that matters. The last thing the game needs is more power creep - CCP should strive for balance that keeps T1 ships relevant and makes player skill the most important factor.

That!

Unfortunately those are so rare because most folks are way to invested in their keyboard that they make sure you don't win.

Eve Minions is recruiting.

This is the law of ship progression!

It also rarely happen because a **** ton of players would rather helldunk their enemy than have a fair fight.
