PREMIUM EDITION ON STEAM and CHARACTER TRANSFER

I am PREMIUM EDITION ON STEAM. So I cannot use CHARACTER TRANSFER any time,right?

I think that it mean that you can't stack the premium account over a existing account, but instead it create a new account, not that you can't transfer characters.
The character transfer, AFAIK, is done manually by some CCP employee, so I think it can always be done, unless there is some bug on the account or the character has been banned.

Keep in mind that I am sharing my opinion, based on what I have read in the forum, as I haven't ever transferred a characters and my account were purchased before Steam access to EVE existed.

To transfer a character, both accounts must be active (subscribed) until the transfer completes - 10 hours.

Transfers work the same as purchasing a character on the bazaar. The character to be moved must be in an NPC corporation with training paused and you must pay the transfer fee - $20.00 or 2 PLEX.

It doesn't matter whether you acquired the account directly from CCP or an authorized agent like Steam.
