I am wondering if we will be able to fit Gas cloud harvesters to Mining Barges and Exhumers as the skill is in the Resource harvesting Mastery list.

No. Gas cloud harvesters require turret slots. Barges have no turret hardpoints.

For gas mining, you're looking at a Venture or Prospect.
