Want to buy an incursion alt that can fly a pirate battleship (Machariel, Vindicator, Nightmare) Or maybe a logi char (Shield Logi, Basi/Scimitar)

Skills don't have to be perfect, and I will basically take the lowest price one that can do this stuff semi well. So basically, my requirement is that they fit the skill requirements of the highsec incursion groups, and that it is cheap enough to be affordable.

Under 4 Billion only please.
