If I wanted to set up a pos right now if I have nothing already done or bought what would I need.

Control Tower
Labs, Manufacturing Arrays whatever you want

Fuel based on your Control Tower
Starbase Charters based on your local Faction, where you build the Tower.

Small tower with a design lab and a few arrays still makes sense for a small industrialist. I now do my research at a Raitaru with rigs for ME & TE. The owner charges 3% tax on the job cost for using the facility. Very good deal for me.

If I could find an EC that was rigged for advanced component ME, copying and invention, I'd be tempted to retire my POS. If not, I'll likely build it when CCP insists that I must retire the POS!
