I noticed that the Strip Miner I does not have a omega symbol next to it. But the problem is alpha clones can not use the strip miner because alphas do not have access to mining barges. Does anyone know why there is not an omega symbol next to the Strip Miner I?

Because Alpha clones actually can train the skills to use it - just not the ship it goes on.

There aren't any actual "alpha" or "omega" limitations on items. The limitations are on the skills required to use the items.
