Quick question about manufacturing

I remember quite a few years ago, there was a skill that would reduce material costs when manufacturing with blueprints. This skill seems to have been removed from the game at some point. Am I correct in assuming that a brand new character is just as mineral-efficient at manufacturing as a long-term player, with the only difference being the manufacturing time?

That is correct. The Crius release represented a major change to industry. Skills now give time efficiency bonuses only. You need a POS or engineering complex to get ME bonuses. Blueprints are capped at ME10 TE20 and facilities now have unlimited slots for research/production jobs. https://community.eveonline.com/news/dev-blogs/coming-in-crius-introducing-whats-in-eves-big-industry-release/
