CCP wants to make money? Then implement a formalized ship skin proposal process.

1 - there is a formal requirement, say, a fairly large sized alliance that has lasted some time.

2 - the alliance leader proposes a skin, that is color illustrated by players on 6 ship depictions (JPG) together with a certain number of signatories. All people who sign will be, upon implementation of the skin, be billed for said skin in -game.

3 - CCP has final say on implementation and realization of the skin texture in game and reserves the right to refuse proposals that are politically sentitive, discriminatory, rude, crude, sexually explicit, referencing of banale contemporary culture, representative of Justin Bieber's face etc. etc. etc. Respective skins will be approved, handpainted and implemented in a 3 month period, and CCP implements only a limited number of skins, according to a "highest bidder" system.

4 - profit

Just give it a fixed cost like they do for custom logos. If they think their alliance is big and important enough for a unique skin, they can pay the (probably very large) bill to get it made. It should cover all tech 1, tech 2, and navy combat ships and should only be available to members of the alliance. Their members should be able to contribute aurum in their own wallet toward the cost.
