Is there any way to turn a terrible chara so I can going to gallente space without concord blowing me up...

Is your problem your security status, or your standings with the Gallente Federation?

If it's the former, I'd suggest losec 'ratting (lots of it) or trading in Clone Soldier tags (lots of them) to get your security status up.

If it's the latter, you'll need to find a level 1 Gallente agent (preferably not in Gallente space) and grind missions until you get enough storyline missions to boost your standings with the Gallente.
