Go to Simela and do it there. Also, storyline missions wont get you to L4 standing quickly. They will slowly take your faction standing up but your corp standing will be much higher from running regular missions. Also train the social skills.

Ok, guess I have a plan then. Thanks to all.

I certainly can't argue with your expertise, as your credentials seem quite impressive. I'll look into it. By the way, do you also recommend training up, for instance 'security connections' once one is to the point of running level 4 security missions?

You should train negotiate and security connections to lv5 as soon as you decide that running lv4 security missions is your main profession. It's not a long train, only takes about 2 weeks.

I've found 4 for all the mission related social skills to be sufficient actually, even when blitzing and declining a lot of missions. So I'd say 5 is only really required for die hard missioners. The extra couple % LP and Isk for lv5 skills is nice but not critical (compared to time to train) like the first 4 lvs are. Bang for buck(time) IV is where it's at.

There are 4 SOE agents in the COSMOS mission set:

As i remember it they aren't that hard to do and the reward for SOE standings aren't bad either.

storylines are NOT what you are looking after.

You do NOT need to do any storyline to have access to L4. All you need is, to have corp standing @5
ONCE you have the SoE corp standing @5, you can do L4 and now you should do sotrylines.

There are three reasons to need storylines instead of standard security :
- money from rewards.
- be >-2 standing which prevents any agent but L1 from working with you.
- be >5 so you can decline 80% of the crappy missions (faction loss is very small when chain-declining missions) , and thus kep acces to the missions while havinb bad corp and terrible agnt standing (still, >-2).

Now you are L3. L3 storyline rewards are crap, and you won't drop to -2 unless you fight that faction (which you don't since you do their missions). You also don't need to be >5 fation because that will happen doing L4.

In short : increase your social skills, avoid storylines, refuse a few missions here and there, your corp standing will increase to 5.

Thanks - finally got to level 4s, despite my not knowing how to get there in the most optimal fashion.

Question: First level 4 I got involves killing Amarr ships. What is the nature of level 4 security missions? I surmise one of the following.

1) If it mostly involves shooting other faction's ships, I guess that's the nature of the beast, so go ahead and shoot them, worry about faction repair later?

2) Some missions involve shooting other faction's ships, but, others don't, so go ahead and decline missions that involve shooting other factions ships. Your standing won't drop that much, and things will work out in the end.

Any help?

Not all Level 4 missions are empire faction-based. I personally decline any faction missions I get, unless it's one that can be done without any standings hit, such as "Surprise Surprise".

Make sure you read up on each faction mission offered to you on EVE Survival, you may be able to complete it without ruining your standings.

Decline all the faction ones, no reason to trash your standing with a faction. The odds of getting two missions against empire factions is pretty low, and if you do, just wait around a couple hours and then decline the second one. The optimal way to do missions, IMO, is with two people. For instance, I fly out of Osmon whenever I am doing missions. I have a couple people that usually fleet up with me whenever they are around. We can blitz the missions a lot quicker because we can focus on DPS instead of tank. If we ever run into a situation where one of us pulls an empire mission, we decline it. If the next mission is empire as well, the second person should still have missions available.

EDIT:
The other bonus to doing it this way is that we clear the missions extremely quickly and are therefore less prone to being scanned out and ganked, although we are not immune. Carry some ECM drones to help assist in getting away if you can.
