Bump. I can extract 11 bil out of the character if the extractors are bought with USD and 7.2bil if bought with ISK.

Looking for 8 bil to make it worth it to not just strip the toon. I'd technically still be losing ISK because I have to pay the transfer.

You basically just made the case to yourself that you should strip the toon. It is unlikely anyone is going to pay 9bil for you to come out even on selling the toon in its current state. May as well save yourself the time.
