Issues, Workarounds & Localization

I tried this evening to do the first part of the Minmatar Epic Arc, "The Demonstration". I'm having the same bug as reported in https://forums.eveonline.com/default.aspx?g=posts&t=349485 regarding ghost sites (they don't despawn).

The sites are empty, no rats. The three cans are on grid and appear untouched, however when trying to open with the Relic Analyzer the message "No further tools are needed to access the Forgotten Debris (Abandoned Container)." And when looting the message "You cannot access Forgotten Debris (Abandoned Container) without specialized equipment".

Tried in Pator, Ammold, Isendeldik, Emolgranlan. At this point I bought it 8,5m from the market and moved on. Is this a bug or is there a timer on them and you need to camp the sites?
