Citadel refitting blocked during combat/vulnerability window?

Is it possible to refit a citadel during the vulnerability window?

When a citadel is in the anchoring process, when it completes is the citadel defenseless (due to no fitting) for the first invulnability window.

No it is not. I asked about this when citadels were first in sisi. CCP agreed that it made seance to be able to refit during a fight or between fights however because of how asset safety works it would also allow you to strip all the mods if you were going to lose.
