Topic: “New Eden Heritage Project”

The Villore Assembly,

Recognising that historical and cultural sites in all of New Eden are subject to the inexorable decay of time,

Recalling the importance then of preserving these sites for future generations,

Understanding that important locations in the cluster are hard to learn about due to lack of availability of information as well as access,

In the interest of promoting cross-cultural understanding and appreciation,

Appreciating the value of local engagement in economic development and cultural progress,

Recognising that the main audience for promoting these sites are civilian populations.

Seeks to establish an initiative, the New Eden Heritage Project (NEHP), which will officially recognise locations which have relevance to all of New Eden,

Charges HUCOM with the responsibility of choosing sites,

Aims to write a guidebook which includes all recognised sites,

Seeks to create a funding pool for the purpose of advertising for, maintaining, and developing recognised sites.

HUCOM is the Assembly's Humanitarian Committee.

Huh. A good idea coming out of the Villore Assembly. Well done, all of you - this project is one worthy of attention and support.

We've got a lot more ideas like this coming out - a lot of fresh blood in the Assembly have contributed their best and brightest and I, for one, am proud of it.

Most of my thoughts would be procedural and therefore out of scope for this discussion.

It really IS a good idea, though. Identifying areas of cultural significance would allow indigenous minorities to preserve the sites most important to their culture that a careless majority might otherwise accidentally harm through ignorance. Perhaps a list of areas in null / low security space should be a priority to prevent industrialisation of these worlds?

Right, so. The way I've set this up, to avoid unnecessary contention, is that there's actually an application process. I figure that's less assumptive than picking out our own sites. I posted this information on a separate forum, but seein' as how the project just got funded and made official, it's prolly time for the IGS to have it.

This is the text I gave to a separate forum:

"In the interest of improving cross-cultural relations, historical education, and local economies, the Villore Assembly is now accepting applications/nominations for heritage site status from the general public. The New Eden Heritage site project aims to increase accessibility and visibility of existing important locations, as well as conserve locations under potential threat.

Heritage sites must be cultural or historical locations that hold modern relevance to the whole of the cluster. The members of the Villore Assembly's Humanitarian Committee, observer and delegate alike, will discuss each proposal individually, then decide its status. For our first resolution and iteration, we aim to declare ten sites. Once a heritage site is designated, the Villore Assembly will aim to:


  • grant the operators and owners money and resources to continue maintaining it
  • include it in the annual New Eden Heritage Site guidebook
  • advertise its existence
  • sponsor tours in the area if no infrastructure exists to support tours already
  • host much official Villore Assembly business there

History of Site:The Rahdo Valley is most notable for its historical significance as the site of a conflict in the year (according to Imperial Calendar) 20538 during the Pre_Spaceflight Era of Imperial Expansion. Textual Description of Site's Appearance: While details of the internal structures have not be made public in any official reports the superstructure of the orbital Sleeper Cache can be viewed from space. The cache itself of Sleeper design, dark and foreboding, comprised of a central domed arcology surrounded by a singular ring structure that is adorned with six curving towers. While the two structures are not connected visibly both maintain their relative positions via some inexplicable phenomena.
History of Site: While the history of the site may not be well known it is the suspected location where the members of the 51st Expeditionary Corps recovered Sleeper specimens that were used to develop the first generation of implants used to sustain the original Amarr Templar operatives as well as subsequent iterations from remaining Empire.
Draft Statement of Outstanding Universal Value: While not a well known location this site was a technological treasure trove that ushered in a new means to wage war as well as introduced the cluster at large to the second form of the Empyrean.

There is a lone planet, New Eden I, that orbits around the small yellow star of the system. There is only a single means of entry into the system, a star gate to neighboring system; Promised Land. It may be frequently observed that capsuleers will anchor cargo containers to mark their pilgrimage to the gate.

Then wouldn't being a resident of New Eden constitute enough authority to place a site into nomination? We're already seeing exactly that kind of response, after all:

If all of the sites have to have a cultural interest to the whole of New Eden, then any inhabitant would seem to be able to claim a valid cultural interest in any of these sites in order to nominate it, no? Just seems like the process could be streamlined a little on that point.

So, basically, when I was writing up this resolution and making up the submission form, a big concern I had was a matter of overreach. Originally, the idea was that the Villore Assembly's humanitarian committee would pick out sites and approach the relevant parties for those sites.

But, you know, the Villore Assembly is a Gallente group, and even if the resolution explicitly says that the Assembly won't and doesn't want to assume control of a site, it seemed like having my committee reach out to people directly to initiate this collaboration would create a bit of a social power imbalance. So the authority section is a catchall for the Assembly's (and my) sake. If parties who are relevant to the sites - owners, people who live around it, communities who utilise a site - take issue with the Assembly, we'll have a little more legitimacy in our efforts to approach and work with them if we were invited in by someone who holds authority themselves.

As an example - my partner Ka proposed Rahdo Valley. If the current occupants were unhappy with the Assembly's overtures to "help," we could potentially bring in Ka to smooth negotiations and establish a working relationship with the residents.

Would this be useless in areas that are unoccupied and unowned? Yes. But as a general rule, for a general application, I think it's a good start. Everything else can be negotiated on a case-by-case basis.
